For those who have lodged a mental health claim with the Department of Veterans’ Affairs (DVA), the Veteran Payment provides temporary financial support while the claim is being processed. It helps current and former ADF members cover living costs until a final decision is made.

Understanding the Veteran Payment

The Veteran Payment is temporary financial support for current and former ADF members who have lodged a claim for a mental health condition under either the Military Rehabilitation and Compensation Act 2004 (MRCA) or the Safety, Rehabilitation and Compensation (Defence-related Claims) Act 1988 (DRCA). It is designed to provide immediate financial relief while a claim is being processed, ensuring veterans have a safety net while awaiting a decision.

If the claim is approved, veterans will be transitioned to incapacity payments or other relevant compensation based on their eligibility. If the claim is not approved, DVA will assist in applying for Services Australia (Centrelink) benefits and continue the Veteran Payment for up to 42 days while alternative income support is arranged.

Who Is Eligible for the Veteran Payment?

To qualify for the Veteran Payment, you must meet the following criteria:

  • Have lodged a mental health claim under either the DRCA (Defence-related Claims Act) or MRCA (Military Rehabilitation and Compensation Act).
  • Be unable to work more than 8 hours per week due to your condition.
  • Be under the Age Pension age at the time of your claim.
  • Be an Australian resident and in Australia when you apply.
  • Meet the income and asset test thresholds set by DVA.

Other Veteran Payments You May Be Eligible For

Veterans in Australia may be entitled to additional payments through DVA, including:

  • Service Pension –  For veterans who are at least 60 years old or permanently incapacitated
  • War Widow(er)’s Pension – For widowed partners of veterans who died in war service or eligible defence service
  • Disability Compensation Payment – For veterans with disabilities, at either the general or special rate
  • Permanent Impairment payments –  For veterans with permanent impairments
  • Special Rate Disability Pension (SRDP) – For veterans with disabilities
  • Wholly Dependent Partner payments – For partners of veterans

Payments You Cannot Receive at the Same Time

A veteran pay cannot be received alongside certain other government payments. This includes:

  • JobSeeker Payment
  • ABSTUDY Scheme
  • Incapacity Payments
  • Disability Support Pension
  • Service Pension
  • War Widow/Widower’s Pension

Additional Benefits You May Be Eligible For

Once your veteran pay is approved, you may also qualify for other financial assistance, including:

  • Rent Assistance – If you are paying rent, you may receive extra support to help cover housing costs.
  • Remote Area Allowance – If you live in a remote location, you may qualify for an additional payment to help with the higher cost of living in these areas.

How to Apply for the Veteran Payment

Applying for the Veteran Payment requires lodging a claim for a mental health condition under the DRCA or MRCA. Once you have submitted your claim, you will need to complete DVA Form D9333 and provide supporting documentation, including:

  1. Medical Certificate – A statement from a GP confirming you are unable to work more than 8 hours per week. This can be submitted up to 4 weeks after DVA has started your Veteran Payment.
  2. Proof of Identity – Documents verifying your identity must be included in your application.

Your Obligations While Receiving the Veteran Payment

It’s essential to keep the DVA informed of any changes that could affect your payment. Notify the DVA within 14 days (or 28 days if you receive the remote area allowance or reside overseas) if:

  • Residential Changes: Such as moving to a new address or changes in rent.
  • Relationship Status: Any changes like marriage, separation, or divorce.
  • Overseas Travel: If you plan to move or travel abroad.
  • Income and Assets: If you’re receiving the maximum rate and your income exceeds the income-free threshold or your assets surpass the allowable limit.
  • Other Relevant Changes: Any other circumstances that might influence your payment rate.
